What is wrong with this?!? In Kubuntu I define that dirs what I like in file: $HOME/.config/user-dirs.dirs eg.: In my case "Pictures" is "+Obrazy". At the beginning, in Kubuntu 20.04, KDE blocked that customization (believe or not above file were silently changed by KDE during login). But later Canonical remove that "feature", and after that this settings works as expected.
