Alas, I've gone into the Phone app's settings and cannot find any spam
settings.  I've gone into the Play Store app but there are no pending
updates for the Phone app or for any app.

Anyone have the "Caller ID & Spam" option in their Phone app's settings?
Might this be a feature only on Google's phones (e.g., Pixel, Nexus)?

I don't, there's only the option of blocking an existing contact in my
HTC10.

But the tech times article you linked mentions stock phone app. I think
HTC and LG like to mod theirs and maybe they felt this isn't something
they want. HTC's "phone" app actually integrates contacts in it.

  Google Pixel, Pixel 2, and Google Nexus users are about to receive a 
  welcome software update. The tech giant released a beta version of the 
  Google Phone app, the pre-installed dialer on Pixel and Nexus 
  handsets, that automatically sends unwanted spam and scam callers to 
  voicemail.

So, as I guessed (but hoped I was wrong), the spam option are available
only Google's phones and in a beta version of Google's phone app.  I
sure wish their store let me filter an app search to show ONLY those by
a particular author.  Eventually I found:

There is mentioned spam protection (but looks like you need their beta
version to get the extra spam options).  Its compatibility check status
says "This app is incompatible with all of your devices." which are the
LG V20 and Samsung Galaxy Core Prime.  So it is a Google app that is
usable only on Google's phones (Pixel, Nexus).

Sure wish authors could be specific where an app is usable rather than
puking out a story that is misleading.
