I can see it being business marketing departments using scheduled text messages (e.g. a book release at 00:01), but they no doubt already use a system via computers to do that rather than on an actual mobile phone.

implementation of scheduled messaging in iOS 18, like most of Apple's
messaging, doesn't actually work in the real world. Surprise. Surprise.
