Sometimes, I leave my office and forget to mute the sound. Since I am in
a wheelchair, getting back to my office chair to get at my mouse and
keyboard is (literally) a  pain, so I'm looking for a way to (at least)
kill the sound.

Is there a way? Both the phone and the PC are on the same network.

If it could make the PC execute

F:\nirsoft_package_1.20.4\NirSoft\x64\nircmdc.exe mutesysvolume 2

that would be perfect.

Not sure about particular remote actions, 
but you may consider general remote control software like
 TeamViewer, with the Android client and unattended server on
 pc.

I know what you mean, but keeping Teamviewer running on the PC all the
time won't be a big deal,and you'd only have to open the TViewer app
when you need it. 

And I'll bet once you have it set up that way, you'll find other uses
for remote control, like establishing an alibi that you're in your
office, when you're really somewhere else committing a crime. 

(That's a good one because it fools everyone but Perry Mason and he's
retired.) 

Or looking up a file that's only on the PC. 

Or turning the PC off.

Something like Unified Remote or Mobile Mouse would probably do the trick:
