As an aside, one Global SIM card that I've used offers 30 days of 
WhatsApp access with no data charges after each purchase of credit. If 
you can get all your contacts to use WhatsApp, this is a good 
alternative to SMS when traveling outside the U.S.. You can even make 
voice calls over WhatsApp, though in my experience, the quality of 
WhatsApp calls has been terrible.

SMS is still so widely used because it's ubiquitous, it works even if 
you're not signed up with some other messaging app.

There is the grandfathered T-Mobile prepaid plan that charges 10¢ per 
text but that doesn't have international roaming.

I don't know of any prepaid global or international SIM cards that 
charge for incoming texts, though there may be one somewhere.

Years ago, for my second phone line, I used to keep an old Motorola RAZR
with a pre-paid AT&T or T-Mobile card, but in the end, they eat the money
in the card, or it expires, or you lose it by not updating it once every
few months, or you went into their "Gold" plan but had to update it once a
year, etc.

So I gave up on the second phone with a SIM card.

Hence, I'd *love* a phone with a dual-SIM capability.

When I was on the original T-Mobile plan of 200 texts/month, that was fine
by me as the phones were the keypress style, so typing even a single text
was painful at best.

I don't remember though, if they charged for *incoming* texts but they
could have, as I don't remember (it was so long ago).

That nospam always finds the _worst_ plans in order to back up all his
guesses is what I rebel against. It takes absolutely zero brains to find a
terrible phone plan, which I'm sure exist even today.

No. It's always been a general  principle with the phone system that
the caller pays. If you make a long distance call YOU PAY. It isn't
the fault of the person you're calling that he lives far away from
you. If you make an international call YOU PAY. It isn't the other
person's fault you're not in the same country as him. Why should the
principle be any different just because it's a mobile phone. The
mobile user has already paid for his network access through his
subscription.

It's the same with almost and kind of service. If you send a piece of
mail through the post YOU PAY. If you drive to visit a friend YOU PAY
for the gasoline, not the person you're visiting.

As for "it's the rest of the world that got it backwards". What

In most countries it's a valid principle to charge the mobile phone 
owner receiving the call nothing and the caller more. But in those 
countries, the mobile numbers are distinguishable from the landline 
numbers so the caller knows when he will be charged for calling a mobile 
phone. In the U.S. and Canada that is not the case. So I think that it's 
valid for the caller and the receiver to share the cost.

so callers know what they're being charged.

Here all mobiles begin with 07. Normal landlines begin with 01 or 02.
Premium rate numbers begin with 03, and toll-free numbers begin with
08.

*someone* has to pay for the airtime, which should be the party that's
actually using it. it's simple and easy for everyone to understand.

not if cellular and landline have different blocks, you don't.

at a minimum, the prefix would need to change to reflect its new
classification.

here, it's relatively common for people to port their landline number,
which they may have had for years, sometimes even many decades, to a
mobile phone, and not have any landline anymore. callers do not know
nor care whether the recipient answers on a cellphone or a phone still
attached to a wall. it's the exact same number with the same person at
the other end, with no additional surcharges to call them.

it's also common to port a number, mobile or landline (although usually
landline) to a voip service, which is normally a *lot* less expensive
than traditional phone service and usually far more flexible too.
often, that voip service forwards to one or more mobile phones in
addition to a voip phone.

porting from mobile to landline also happens, but it's nowhere near as
common. 

tl;dr porting landline to mobile or vice versa is not an issue and the
number stays exactly the same.

Unlikely to happen. That ship sailed a long time ago. You also have a 
lot of people porting their landline numbers over to either a mobile 
phone or a VOIP service like Google Voice or Ooma.

Out here in California in my 805 area code which includes Ventura, Santa 
Barbara, and San Luis Obispo Counties, along with some parts of Monterey, and 
Kern Counties, all new accounts, landline, or mobile will now have the new 
overlay/split area code *820*. So as in other overlay/split area code regions 
now local calls include the area code in the dialing procedure. So while I 
have 805 numbers for both cellphone, landline, and Google voice, a new 
neighbor might/will have an *820* number, and to call that neighbor I would 
have to dial 1 + 820 + (7 digit number), rather than only the 7 digit number.

a lot of places have overlay codes because the older ones are mostly
used up.

many people will hold on to numbers with the older codes and port them
if they move, usually to a cellphone but also voip providers, because
they're perceived as more valuable.

Oh fine, NOW they do it this way.  I've had to change my area code 3 
times so far -- nothing, 213, 818 and 626. Annoyingly wasteful to have 
to throw away rubber stamps :-(
