On Amazon are wired usb-c earplugs.

My Android doesn't have the headphone jack.
I plugged in the usb-c wired earphone and played music on the phone.
The phone only played that music out of the phone speaker.
Not the usb-c wired earplugs.

How do usb-c wired earplugs work?

Go into Developer Options (have to enable it; see online instructions
for your phone), go to USB Configuration, and see what options are
available for how the USB port gets used.

If you are truely here to get help, why keep secret your brand and model
of smartphone?  Tis difficult to impossible to analyze problems on an
unknown brand and model of phone.  The myriad of brands and models is
due to all their differences, not them all being the same; else, there
would be only one brand and only one model.  Once known, and in place of
you doing the lookup on the features of your phone, others can try
looking up the features on that phone, like what functions are supported
on its USB port ... once they know what it is.

My guess is you need an app or some setup thing. Don't they have 
instructions?

Could be a compatibility problem. It seems that not all phones are equal 
in this respect. The earphones on Amazon specify which (mainly Samsung 
and iPhone) models they work with.

I've got a TCL phone. When I plug in the USB plug a little screen pops up 
asking me what I'm doing, with power being the default. One of the 
additional options is file transfer. I select that by default. I would 
guess that should also enable sound through there, but can't say because I 
use Bluetooth earplugs.

While there already are a couple of hints, your phone may even not at
all be able to output audio via usb-c, or only digitally. You will have
to check the details of your phone, which may not even be available only
since this nowadays is considered irrelevant with everybody using
Bluetooth. A friend of mine once called Huawei support in order to find
out that his tablet did not support audio (and video) via usb-c.
