In my universe (at least my part of it in the Virgo Supercluster of galaxies) there are several options. Truphone charges no monthly fees, you pay for whatever data, voice, and SMS you use. It's a good emergency phone but the per unit costs are high, especially for data. <https://www.truphone.com/us/consumer/sim/>. Available in most countries. See <https://www.prepaidphonenews.com/2014/06/truphone-price-cut-9-per-minute-sms-or.html> Knowroaming is similar to Truphone, no monthly cost. Available in most countries <https://www.knowroaming.com/product/travel-sim-card/>. FreedomPop's free plan has no monthly cost. U.S. only. <https://www.freedompop.com> Vodaone U.K. also has a plan like this. I suspect that there are others as well. For all of these there is a modest start-up cost, typically $5-30. There are also ome non-phone devices where having a plan like this is useful. I.e. there are tracking devices that communicate by SMS. You send an SMS and it responds with longitude and latitude coordinates. You can have a "poor man's Lojack" with these devices and a non-monthly cost plan. Send an SMS every few months to keep the account active (plus on Truphone incoming texts are free).

T-Mobile has a plan where you need to buy more minutes every *year* (not month) to keep the account active and retain the minutes you have left. I don't think they offer it anymore but if you started with it when they did, you can be grandfathered into it. That's what my wife uses. Her service costs her the grand total of $10 a year. It's just cellular service on her dumb phone--no data. -- Ken

While the dumb phone supported LTE, I doubt if it supported VoLTE, but I'm not sure. I let the plan lapse and lost all the money on the account, but really even the $10 per year was not worth it anymore to me. That plan charged 10¢ per voice minute and 10¢ per SMS. For comparison, the free Freedom Pop plan gives you 200 voice minutes, 500 SMS, and 200MB of data per month. The Truphone plan charges 9¢ per outgoing SMS, and 9¢ per outgoing voice minute, but incoming voice calls and incoming SMS are not charged, so figure it's less than half the cost compared to T-Mobile's per minute and per SMS cost. There's no need to add money to the Truphone plan every year. Also, on Truphone, data is available at 9¢/MB. That's very high ($90/GB) but if you need just a little data, i.e. to book an Uber or Lyft ride, it's okay. Truphone uses AT&T in the U.S., so the coverage is better too. Last year I got a SIM card from T-Mobile's salesperson that was asking us to try out their network. That worked for a year, and I also used it overseas, but the low-speed data was not much use. It stopped working sometime in the past few weeks so now I have no T-Mobile service at all. Given the coverage issues of T-Mobile in my area I would not pay money for their service. Maybe in a few years they'll be able to provide equivalent coverage to AT&T and Verizon, but for now even T-Mobile's own coverage comparison tool shows the big differences in non-urban coverage <https://www.t-mobile.com/coverage/lte-comparison-map>.

One point of view that nobody has mentioned is that all cellphones in the USA, I believe, are legally obligated, I think, to maintain the 911 long after the service is cancelled. I'm not exactly sure of the details, or even if that's true, but in my experience, even my ten year old cellphones seem to be able to make calls to 911 and 611 even without an active SIM card installed. The point is that if this is true (and I'm not quite sure if it is), then that's another reason to keep an extra old cell phone with you when camping or in your car's emergency kit or in the earthquake kit, or whatever.

I don't know what SMS costs; she never uses it. But I'll believe you. I used to have that plan too, but I let it lapse several years ago when I moved to a smart phone. It's fine for my wife though. I offered to get her a smart phone, but she didn't want one. She hardly ever even uses her dumb phone; in fact, she usually doesn't even have it turned on. -- Ken

Yeah, in a store, in a city, that works fine. But one big advantage of Truphone is that in the U.S. it uses AT&T, so you'll have much more geographic coverage than with T-Mobile.

I've got that too. If you refill with a CC you get charged an
additional fee. It's hard to find the $10 top-up cards now, but
Smart&Final has them. I won't need one until December, and there's an
expiration date based on the purchase date. By December they'll
probably all be gone :-(

The FreedomPop free tier plan is really free, once you pay the $11 to sign up for it. There is no need to have a credit card available for them to charge you extra. To be extra safe, pay the set up fee with a new Paypal account, funded with a Virtual Credit Card, then close both the Paypal account and the Virtual Credit Card. Freedom Pop won't let you pay the set-up fee directly with a credit card, but paying with Paypal is fine. That's what I did on the free account. Obviously Freedom Pop would like you to sign up for a paid plan, but it's not required. They do have a 1GB/unlimited/unlimited per month plan for $50 per year, if you need more than the free tier.

I wonder how they make their money on the $5/everything free SIMs.

The only credit card that I know of that still allows true virtual credit cards (with distinct card numbers, expiration dates, and CVV codes) is the Citibank Doublecash Mastercard. But using a new Paypal account, then closing it after paying the start-up fee, is probably just as safe.

I have that and use it for everything that doesn't give me a better
rebate. That's the one that required flash, windows, and the Chat
person eventually told me that they didn't do those any more.

I think I'll just trust FP to do the right thing and use my Discover
card. Target had (apparently they're out now) the cards for 99 cents,
but my local had only one. BUT Best Buy across the street (who was also
out of them) placed an order for 3 of them, matching the Target price.
I had to go into the store instead of doing the whole thing on line, but
it's right across the street. AND I get a 5% rebate!

Linux is probably just different. Firefox 73 (NOT going to upgrade) no
longer allows it in the list of plugins in spite of the fact that I just
downloaded and 'installed' the latest version.

Try Opera for Linux, which still supports Flash I believe. There are still a lot of web sites out there that require Flash, I hope Citibank does something about this soon, and doesn't discontinue virtual credit cards. I only keep the Citibank Double Cash card because of the Virtual Account Numbers. Citibank defeatured the Double Cash card in 2019 by removing Worldwide Car Rental Insurance, Trip Cancellation & Interruption Protection, Worldwide Travel Accident Insurance, Citi® Price Rewind, 90 Day Return Protection, Damage & Theft Purchase Protection, and Extended Warranty. I have a card that offers 3% cash back on mobile wallet purchases, though it has a net annual fee of $75, and another card with 2% cash back on everything and that includes mobile phone coverage. The Citibank Costco Card has especially good extended warranty protection (an extra two years over whatever the manufacturer offers). See <https://docs.google.com/document/d/17YbETbGHNWLZO5yBEVMQRFRw4_5EOCTQboNTEI86RmQ> for a document I created comparing various credit cards.
