When I call a phone from my android 5 phone, right below the red
circle that I could tap to hang up it says "Call forwarding on
conditional". Do you know what that means.

Googling gave me some insight. I opened the dialer and checked
settings, and under Call Forwarding it has

Forward when busy, when unanswered, and when unreachable, all of them
to 410-693-24.. . This is also the number that has called me twice,
and left a message that was empty. I googled the number and I
thought somehow this was AT&T, and the number for leaving me a voice
mail, but I called it and after 5 or 6 rings, a message said "You have
reached the voice mailbox of Fffff Lllll"***

I don't mind much that she's called me once or twice, but how did her
number get in my call forwarding number, 3 times, and what should be
there? That is, I want my voice mailbox to get calls that I don't
answer so what should be there for that? Blank?

But it does go to my voice mail when I call myself from another phone.
When I call my cell from another phone, whether the phone is on and
rings 4 times, or off, it DOES go to my voice mail. So what effect
is her number having on me?

***That was her entire message, so only the first time did I say, Why
are you calling me? But I don't think it was recorded, but I still
called back 3 more times to try to get her name straignt.. However
maybe she called me those times and didn't leave a message to try to
figure out why she was getting calls forwarded to her that might have
had my phone number in the envelope????

When I google her number I get conflicting info, but one has a name
very similar to what I think I hear.

Another one says she's been marked twice as an unsafe caller.
IP##.# Marked 410-693-4.. as Unsafe Caller 3 weeks, 3 days ago
98.21#.9#.8# Marked 410-693-4.. as Unsafe Caller 5 months ago

Another google hit says its Cingular Wireless, but Switchboard.com
says it is Sprint. They all say it's near Annapolis Md. 30 or 40
miles from me.

Switchboard and 411.com are the same thing now. Are there any other
phone-number lookups?

And Spokeo says they have 28 complaints about the number and it
belongs to a telemarketer, but when I click on the entry, it only
lists one of them:

"The gentleman informed me that I had won a large amount of money in
Mega Million Mania and my name had been submitted by Publisher
Clearinghouse or another company, I can't recall the name. He asked me
several questions that he said needed to be answered for a P14 form.
The conversation ended when he asked me to pay $1,050.00 for
processing fees and did I have it today. I responded that I would not
give anyone that money over the phone because I wasn't convinced this
was real. He said I had 3 days to pay it or I would lose the money. I
told him I needed something in writing. He said ok and quickly ended
the call. Must be a scam."

I'm going to google for a P14 form and see what happens if I fill it
out.

Maybe your phone is just misreporting. AFAIK, re-direction is handle by the network/carrier, not your phone. All your phone does is report what the network tells it are the settings for your account. When I query the values on my phone it actually takes some time for the numbers to appear, presumably because the phone is querying the network for the values. If I try it in airplane mode I just get a "Network or SIM card error".

I would certainly be calling the customer support line for my account and asking them what's going on.

The guy below gave me an AT&T tech number, or so he said,
800-531-0800.

Well, I thought it would be easier to go to an AT&T store than to wait
on the phone, and I was on the other side of town so I went to a
different store. I couldn't tell by looking but the guy there said
the values were all greyed out, but he quickly realized it was in
airplane mode (I'd just been to a funeral). But then when he tried
to erase one of the numbers, it wouldn't take it*** and he concluded
there had to be another number in the field. I didn't have a number
to suggest, so I said I'd go home and work on it there. I've gotten
the same results he did, even the following day.

*** it said "Call settings error... Unexpected response from network"
Huh?

He had also pointed out that the reason people were still getting
forwarded to my voicemail is that I have Always Forward unchecked,
but I thought he said I had Never Forward checked. There is no Never
Forward, so it still makes no sense that people get my voice mail when
I don't answer**, and it also means that though afaik he deals with
these settings all day every day, he doesn't know about this one, or
he has it backwards in his mind.

He didn't have a guess as to how the number got in those three places,
but I asked him for the tech support number and he found me one.

** or the phone is off (Isn't that part of "When unreachable"?) So
why do the calls people make to me and the phone is off or I don't
answer go to my voice mail and not to that number. And what would
someone get out of forwarding my calls to herself, even if she could
arrange that? If people want to leave me a message, they don't want
to talk to a telemarketer.

Then on my way home, for some reason there was another AT&T store
only a half-mile from the first, so I stopped there too. This one was
in a mall. (There used to be Radio Shack right across the street
from a mall that had another Radio Shack, here in Baltimore. The
stores themselves were less than 300 yards from each other.) He was
standing behind a counter and kept fiddling with the phone while the
phone faced him, and it took me a while to realize I wanted to watch
whatever he was doing. Though the first guy wasn't like that at all,
it still seems quite common, typical for people to want to "help you"
but not teach you. Once I got him to lower the phone so I could see
what he was doing, he seemed to lose interest and at first he just
backed out of everything, but I got him to do it again and he found
that he could not disable the forwarding setting.

He said they didn't sell Blu phone and he'd heard bad stories about
Blu phones but I've found that guys in his situation always claim to
have heard bad stories about whatever it is they don't know how to
fix. He said the remedy is to buy a new phone. I said that other
than this setting being wrong, everything about the phone works. Based
on what you said, I think AT&T has to know what these numbers are, and
it's AT&T, not the phone which is not allowing the update, and that's
what the message says too. And of course AT&T has to know the number
because when the phone is unreachable, they can't reach it to find out
where to forward the calls.

The second guy was using Disable for

"Your operator doesn't support disabling call forwarding when your
phone is busy". But my phone is *not* busy! Well, what it meant
was it doesn't support disabling "call forwarding when busy", but I
only figured that out when I tried to disable "When unanswered". And
when I said OK, it again said "Call settings error... Unexpected
response from network" Huh?

So I do have more specific questions to ask when I call them on the
phone, in addition to how did that number get into those 3 fields.

I called the number itself again and again got the recording that says
it's someone's voice mail, but it didn't ask me to leave a message and
it never beeped to indicate my time was up. I'll bet she is a
telemarketer and this is for cases when people she annoys try to call
her back. The surname on the recording is very similar to but not
the same as the one googling shows. (the first name is the same.)

I didn't know that there are settings all over the place, and so now
that I was in the dialer I went looking at its other settings, and
under Set up voicemail, I found that same number is my voicemail
number. But when I call it, it says, "You've reached the voice
mailbox of Kristine Kaliope", or some such name.

I bought this phone new only 3 months ago, but I'll admit I hadn't
looked in these fields before!!! :-)

my guesses: this phone that you bought new only 3 months ago was assigned a
phone number that previously belonged to Kristine Kaliope, or some such.

She set up her voicemailbox's outgoing message to report her name. You
should probably set it up instead to report *your* name. Exactly how to do
that will depend on your carrier (and, quite possibly, your handset). HTH.

If Micky did not already get his cellular carrier to fix the problem or
just make the change himself to a previously assigned phone number that
did not get wiped (reset) when decommissioned from Kristine or when
newly assigned to him, he's not going to do anything about it now.

You're right. But sorry, sometimes I just get stuck on these tar-baby
necro-threads that Google-posters pro-[mul | pa]-gate. My bad. Cheers,

The number he gave me was for DISH and not AT&T. ;-(

This is embarassing. The number in 4 fields in my phone was indeed
the voicemail number. I garbled the number before I called it and got
that woman's voice mailbox message.
