Everything depends on how long one is "in country", if one frequently returns, and if any money spent and "left over" on a foreign SIM is usable on the next visit or lost. Remember foreign companies generally only charge for outgoing calls and not incoming ones. Also when "in country" if you use your US cell number then anyone locally calling you is calling the US increasing their cost. I visit Israel twice a year for three weeks so I use a prepaid Israeli SIM which holds any prepaid value for a year of non-use. It also provides me with a non-changing local cell number for all visits which is convenient for Israelis to call me. I have my US cells set to call forward to my home phone which sends me an email with any voice mails attached.

At 5 or 10 bucks US for a data SIM that even includes 100 minutes of outbound local air time, it's a no-brainer to take the SIM, even if the leftovers are "lost". > Remember foreign companies generally only charge for outgoing calls and > not incoming ones. How quickly one forgets! It was not too long ago that there were international roaming rates of some $15/MB [1], i.e. *100 times* more expensive. Even now, it's not particulary hard to find roaming rates in the $5/MB ballpark. [1] At that time, I had a hard/impossible time convincing a relative that sending us 20MB 'funny' pictures at $300 each [2] wasn't a particularly smart thing to do. She didn't believe me and thought that I made stuff up (until *she* got a bill-shock) [2] I never paid that kind of money, but that was because *I* took precautions against ignorant users.

I saw an at&t rate page yesterday for overseas PayGo data fees listing a "paltry" penny a kilobit fee -- that's US$0.08 per KB, or $80/MB. I guess folks with fat expense accounts might still be doing data like that -- but not me :-) . Cheers, -- tlvp -- Avant de repondre, jeter la poubelle, SVP.

In north america, mobile number were never given distninct number/area codes. So the caller has no way to know if they will be a toll associated with the dialed number or not. In europe and other parts of the world, mobile number all have a distinct area code/numbering scheme, and the caller nows there will be charges for making the call since it is "long distance" (different area code). Since "voice" is becoming a small part of mobile services and more and more plans have unlimited voice minutes (or unlimited off peak), it just isn't worth it to try to start to segregate mobile numbers from landline numbers so "caller pays" could be implemented.
