Yes. The presence of the 'Download complete message' button means it's only downloaded part of the message body - often attachments but it can be part of the text on a long email. 

I don't know whether other mobile email clients do the same - I've always used K9.

I do have Apple mail on my phone, though I rarely use it. Apparantly it always downloads the entire body text, and the attachments when you click each of them.

I suspect K9's behaviour may be unusual and due to its age - designed in 2008 according to WikiP. Phones had less memory and data was more expensive then. But that's a guess.

In practice I only notice the limitation when I forward a very long mail - an table of groceries in an online shop say - without actually reading it to the bottom and seeing the button.
