My vision of 911 for VOIP is that the call gets routed based on a table
somewhere that relates phone numbers to 911 response centers  - so if a
table is wrong, the 911 call suffers.

OTOH, I would think that locally/POTS the link association of phone
location and 911 center is closer to "hard wired" or, at least, subject
to immediate feedback if thousands of people starting connected to the
wrong centers.

I've only used 911 twice in my life, both on VOIP, and got my local
operator both times.  Lucky?  Don't know.

If it's a real call they'll call back, and I'll answer it.  My daughter 
is a tour director.  If she gets into trouble traveling she'll call 
somebody likely to be a lot more helpful than me!

In the last year, out of 6-12 calls per day, THREE have been from people 
I actually wanted to talk to and I explained and apologized profusely. 
A respectable business (a doctor's office) that calls itself ANONYMOUS 
doesn't deserve to have any business, but that was one of them.

The problem with the doctors is that it can be a breach of data protection
laws (in the UK, anyway) to display their name. Just the fact of a doctor
having called could result in legal problems if someone other than the
intended recipient of the call got to know about it from the caller ID. My
other half works for the NHS, and their phones are similarly prohibited
from displaying caller ID - so if I blocked private numbers (which I would
like to do), I would rule out the two most important people that might call
me. "Our of region" (international) calls, however, I studiously ignore or
block - they are always cold sales calls here.

If you don't answer the call and it goes to voicemail, doesn't that also 
show the caller that the number is capable of responding?

Not only do I identify myself freely and often, I encourage people to

Which is what Hamilton said way back before there was a U.S.A.

In the 2008 Minnesota election, Coleman (R) lost to Franken (D) by 312
votes out of 2.9 million cast. Had Coleman won, we would not have
Obamacare. So yeah, a tiny smattering of fraud votes can matter
immensely. Oh, and Minnesota is a dark blue state which makes me less
confident in the final decision of who did win.
