You may want to use a widely used and trusted multiplatform
 solution  for password databases.

One of choices is a database of Keepass.

For Windows Keepass, for Linux Keepass X2 or better KeepassXC,
For Android e.g Keepass2Android.

Note that for each platform, there is more applications compatible
 at  the database level.

Encrypted Databases are kept local, most of applications support
 database synchronisations.(exchanging dB changes) and various
 ways of remote access.
