I didn't look specifically for a voice-dictation app, but I "do" voice
dictation all day, every day in a *variety* of apps.

For example, my preferred text editor is "Jota Text Editor", which uses the
default keyboard (which, for me, is ai.keyboard free), which has a
microphone button, which, um, er ... ah, um, it does voice dictation.

That is, I bring up Jota, I hit the microphone button (I wish I could find
a keyboard that *defaults* to mic input!), and I speak. Those words get put
into the text file (which Jota can automagically save for you).

Does that work sans a network? Dunno. I am always online. But, just for
you, I turned off WiFi and turned off cellular data, and tried it.

It worked fine.

You can even just put a symbolic link to your text file on your desktop,
which is how I do my shopping lists. I have a shortcut to the shop.txt file
on my desktop, which when I press that shortcut, brings up Jota which when
I press the mic button, puts me in "dictation" mode.

Here is a screenshot of my Android 4.3 settings related to "Language and
Input". I am not sure which ones give you the offline Google translation of
speech to text - but these settings work for what I said above.
