If the insurance data is saved in a file, it needs access to files,
which is a permission. This may means also photos, even if it never
looks at photos.

Insurance. A possibility can be report an issue by taking a photo and
sending it.

Media. A ringtone is media...

Or tones can be stored as files somewhere else.
