Is there no other mail app. that you can use?
I presume this is an RT device, so not full Windows, and restricted to the Windows store for apps?

I've never used the Windows Mail app., preferring to use Thunderbird. Maybe there is some configuration item which allows local caching of mail. There are many mail clients for Android, some of which allow local caching.
