Hmm, does Hangouts even use wifi on inbound calls?  It shows up on the
home screen when a new call is coming in but is that via wifi?  I
suspect that incoming calls to my smartphone are still using cellular
service.  There's conflicting info on the web and Google doesn't state
if inbound calls are cellular only or if their Hangouts app will pickup
calls via wifi.

About the only sure information on Hangouts is that it will use wifi on
outbound calls.  Does it also do wifi calls coming in?  That is, other
than the new-call detection (which could be handled via wifi), is the
inbound call itself carried via cellular or wifi when using Hangouts?
