Yeah, it was done like that in the US because they don't have a unique prefix range for mobile phone numbers, so you can't work out whether you are calling a mobile or landline from the number and so can get a surprise with the cost of the call when it is actually a mobile you call. Compounded by the other problem close to unique to the US that local calls with landline were often free, something you also didn't see in much of the rest of the world at the time that mobiles started to be seen.
