Presumably "hiya" and other such companies have in place ways to detect 
denial-of-service attacks, where someone organises lots of false reports 
of scams coming from a legitimate number, with the intention of getting 
it blocked - either for mischief reasons, or anarchy, or a competitor's 
business?
