A nine-year-old boy in eastern Kansas who decided to open his own
little front-yard library and share books with his neighbors has been
shut down for violating a city zoning ordinance.

  ...

On May 11, Mother's Day, Collins put out his own little free library,
complete with children's classics like Madeleine L'Engle's A Wrinkle
in Time and Roald Dahl's The BFG.

But a month later, his parents received a letter from officials
saying the library violated the city's zoning ordinance and needed to
be removed or they would be fined. The city prohibits people from
having structures on their property that are detached from the
  physical house.

Do you think it's a requirement to be an arsehole to work in zoning, or that
they become one as the years pass by?

Probably a little of both. Plus a certain amount of "just
numbers/words on a sheet of paper/form".

It's seen as a definite advantage.

Here in the UK, friends of mine applied for a loft conversion including a
dormer window. They were turned down because the window was inappropriate
to the style of the area. They appealed on the grounds that the window was
at the back of the house, not visible from any part of any public road and
more than half the houses in their road had such dormer windows already.
The appeal was upheld and they were allowed their loft conversion and
dormer window. Provided they demolished their (detached) garage.
