Can videos (for example youtube stuff and stuff embedded in webpages
like http://www.bbc.co.uk/news/uk-27997688) be downloaded to disk, so
that they can be replayed at will without consuming bandwidth?

Yes. There may be some exceptions.
Search "video" on newsgroup alt.comp.freeware

There is a firefox plugin for downloading youtube videos that I
just installed today and seems to work fine. I don't know if it's
general.

Short answer: yes

But the "content owners mafia" does not like this option, because it
means a "copy" exists beyond their direct control to determine when,
how, where, and at what cost, it will be before you can watch the
video.

In the case of BBC News, the material is probably on iPlayer. If so,
download that using something like get_iplayer.

I use the Python program youtube-dl which seems to work with a large number
of different web sites. Because it's not a plugin it won't go stale every
hour or two as Mozilla releases the next Firefox that often now it seems.

Mozilla introduced the concept of a plugin white list in the latest release
of Firefox.

I have already started to change my browsing habits to use Scientific Linux,
which uses Firefox ESR (currently release 24.6.0).

I use a Firefox plugin called "DownloadHelper" to do just that.
