The race for development (economic) by improvements to infrastructure
goes unchanged whether its competition in road networks or transport
networks or data networks.  The USA, by choosing to favor its
oligopolies at the expense of true investment, has chosen to delay
improvements and therefore to let its competitors get an advantage.

Someday the consequences will become obvious.  But the USA will be an
unskilled labor pool for the Chinese by then.
