The "no-fly-list" is one of those things that result from the typical
politician mindset:

* we must do something
* this is something
* therefore we must do this

In a world with seven billion living individuals, it will never be
capable of ataining the desired results, and will only be capable of
obtaining the results it does obtain, which is 99.999% false positives.
