You lost me there.
I didn't mention OS X.
Linux has many CLIs.

The Kindle is Linux and so far, it's hidden it's CLI pretty damn well.
I've no doubt there is some kind of terminal app for the device but
I haven't needed it.

Which supports my point.  You can use Linux without a CLI.

I'm really in the dark on the subject of Windows CLIs,
except that I've installed Cygwin on several Windows boxes.
Seems fine to me.

I thought the "Power Shell" might be a step up, but I haven't
looked.

Okay, looked around.

In Cygwin, "echo $TZ" works fine.
For plain Windows, try "w32tm /tz".

Wait a minute, I don't do Windows!
