I think the prefix "pico" was just coming into use at the time. Actually, in most cases "nanofarads" would have been more appropriate to the values involved, but again it probably was just coming into use; I remember seeing the occasional European capacitor marked in nF, but nothing from North America. You'd usually see something like ".001 uF". Speaking of odd notation, I seem to recall that electrolytic capacitors often had an extra "d" appended, as in "20 uFd".
