This is my environment  PATH variable:
C:\ProgramData\Oracle\Java\javapath;%SystemRoot%\system32;%SystemRoot%;%SystemRoot%\System32\Wbem;%SYSTEMROOT%\System32\WindowsPowerShell\v1.0\;c:\wamp\bin\php\php5.5.12;

Is something wrong with the path to Pear?

If you mean the permission denied failed to open stream... then yes the whole directory exists.  The index.php file does exist and the path is correct, localhost/earth/public/index.php

P.S. I am not a Windows 7 guru.  Hard to verify the permissions. When you click apply/ apply to subfolders in properties the files stay read only after you reopen them.  The files were given to me in zip format which makes them read only.  I was assured by tech support that they gave permissions read & execute to everyone, I don't see a groups on Windows.  I watched him do it but I don't know how to double check it since the read button is still checked when I look at the properties?

No, does the file C:/wamp/www/earth/public/index.php exist?  That's the
one it's looking for.  I suspect it doesn't.

And just because the files were given to you in zip format does not mean
they are read-only.  But even if they are read-only you should still be
able to read it.  You should not have had to change any of the
permissions in Windows.  It makes me wonder if you messed something up
there.

be included via require(_once).  That's well possible, but it's somewhat
uncommon.

The next thing that comes to mind are the error locations: "Unknown on
line 0".  That happens typically when PHP is already in the shutdown
sequence.  Is there a shutdown handler registered, that requires the
mentioned index.php?

Okay, the index page just points to a bootstrap file.  This is all it is:

require '../application/bootstrap.php'; 

but there is no ../application/bootstrap.php

I wasn't given that part.  I will look for it.

On second thought it does have ../application/bootstrap.php

This is the beginning part of it.  So do I have to set up autoloader?  How do I set up the Autoloader library from Zend into Mamp?

Sorry for the multiple posts.  I  added Pear to the Windows command line.
I think there should be a Pear includes directory?  I can drop in some of these missing files.  Where is the Pear includes directory on Windows?

Okay, the person that gave me the file just remembered it needs the Zend framework.  This is what he said:Yes. It uses very old version Zend framework. Sometimes in the codebase, sometimes in library path in http settings.

How do I set up Zend Framework.

have to install an appropriate version.  Further information is available on

You need to be asking the person who supplied you the files.  If there
are other requirements, he/she needs to provide those requirements.

I don't trust that include_path.
It uses :
On windows it should be ;

It is better to let PHP figure out what is the best path seperator.
Use: PATH_SEPARATOR

Yes it sorta helps.   I am trying to set the path following Pear instructions.   Its weird. 
 I commented out Windows include_path and Pear installed its include_path in php_ini.  I added a includes directory to pear include_path on the end.
;include_path = ".;c:\php\pear"
include_path=".;C:\wamp\bin\php\php5.5.12\pear\includes"
but in php_info  I get the include path as:
include_path	.;C:\php\pear	.;C:\php\pear

I restarted the server twice.  Could it be my environment path variable?  Does it have to point to Pear on the end?  That must be the problem.
C:\ProgramData\Oracle\Java\javapath;%SystemRoot%\system32;%SystemRoot%;%SystemRoot%\System32\Wbem;%SYSTEMROOT%\System32\WindowsPowerShell\v1.0\;c:\wamp\bin\php\php5.5.12;

I will read about constants in the manual except now I am just dropping the required files in locally to see if that works but I would like my path fixed for future use.

You cannot use PATH_SEPARATOR in the php.ini, and it is not always possible 
to override the php.ini setting with ini_set() in your program.

Thanks for all the info.  I checked .htaccess in httpd.conf and changed it to allow overide all for Zend framework.  It still gives permission error on line 0. 

I may have found the mystery.  After a week I found out the hard drivc was encrypted. 

 Is it possible that is the permission error?  So theoretically everythink looks like it is working on my localhost but can't see anything in the broswer and get the permission error because of encrypted hard drive.  I have asked for a new computer with no encryption.  No one told me it was encrypted.

Encryption should not cause a problem.  You still have a configuration
problem.

You need to go back to the person you got this from and find out what
the requirements are.

 I deleted the database to start from scratch.  How to set up the database engine?  It should be myisam.  In PHP admin I don't see any place to set the dbase engine to myisam?  First run, I did all the tables were myisam but the db was innodb so I need to do it right this time. 

 Also, The dump I imported has some tables utf8 and some latin1 .  I will just import  the dump and leave it like that, however when setting the database I am assuming it should be utf8_general_ci to accomodate for both formats?
