But rather accept that you ship a PHP engine that has bugs and even
vulnerabilities?

Instead I suggest that you make sure that PHP is started with the option
set to a reasonable value, e.g.

  php -d date.timezone=UTC index.php

or use PHP 7, where the warning will not be thrown at all.
