Sure.  Just install Apache, MySQL, PHP and whatever else you might need
on the laptop.  I prefer to install each manually so I can control
everything, but you can get a package such as WAMP which contains all
three instead.

Not hard to do at all.  When I got this laptop, it took me all of about
30 minutes (not including migrating data from the old system).
