no experience using SOAP, but I did notice that the 
documentations calls for https and you appear to be using http.

function __doRequest($request, $location, $action, $version, 
$one_way = 0) {
     $action = 
'http://visualizzaerogato.wsdl.dem.sanita.finanze.it/VisualizzaErogato'; 
// override soapaction here
