No, but this question is well beyond the scope of this newsgroup.

Depends (cf. Field vs. Google, Inc.)  But, first of all, “fair use” is a 
concept that does not exist in general outside of U.S. law, and “copyright” 
translates to various other rights in other countries.

If you forbade Googlebot to index your site and they would still cache it, 
that would probably constitute an infringement of copyright on the part of 
Google, Inc.  STFW (IANAL, and it took me only seconds to find that out).
