Define “Javascript program”.  ECMAScript implementations like the languages 
whose name contains “JavaScript” are scripting languages; they require a 
runtime environment to be useful.  That can be a Web browser, a PDF viewer 
(Adobe Acrobat), a database (MongoDB), a command line interpreter (Commander 
for Node.js), or something else.  And in my (now 16 years of professional) 
experience (with these languages), a solution to a problem that can be 
solved with an ECMAScript implementation most of the time does _not_ consist 
of a complete program.

That is not a DOM reference, and you really do not want a person on the job 
who has to look up the basics.

However, a good indication that you have found the right person is if you 
are asking a really difficult software development question, and the 
candidate answers something along the lines “I think I would use X, but I 
would have to look it up in Y first” instead of only “I don’t know.”  
Because that shows that this person is willing and able to apply problem-
solving techniques like a Web serch when they are confronted with a new 
problem.  In my experience, the importance of this ability cannot be 
underestimated for a software developer.

That would have to be someone who knows that there is neither “javascript” 
nor “Javascript”, and what JavaScript really is.
