HTML5 WebStorage may fit the bill?
Eg: - http://www.html5rocks.com/en/features/storage

Seems to be on by default in most browsers but I turn it off so that 
newspapers stop asking me to pay :-)

(Yes, private/incognito sessions are better but FWIW good-luck.)

PS. I think you may be looking for a signed Applet here but I'm being 
trolled so much lately I don't care to defend the idea. (But I strongly 
suggest that you consider it!)
