This approach would be OK only for
occasional searches of a small website.  An
approach that scales would be to search your
website once and create an index.  Then
search the index multiple times.  (Obviously
the index would need to be rebuilt when the
website changes, but this could be done
overnight or whenever the system is little
used.)

JavaScript could be run on your intranet
server to build the index, but is more
typically run via the clients' web browser.
The program to build the index could be
implemented in any number of languages; I
see no particular advantage in using
JavaScript for this.  Using JavaScript on
the clients to search the index makes sense.
