Try the following variation of JJ's code:

function Counter() {
 var theValue = 0;
 return {
   getVal: function() {
     return theValue;
   },
   increase: function() {
     return ++theValue;
   },
   decrease: function() {
     return --theValue;
   }
 };
}

It can be used in the following way:

var c1 = Counter(), c2 = Counter();
c1.getVal()   ===> 0
c1.increase() ===> 1
c1.getVal()   ===> 1
c2.getVal()   ===> 0
