   You are correct regarding the "older" versions of IE, however there 
are always a number of users that do not (in effect) get the message, or 
for arcane reasons ignore the mad update cycle.

   IE5 was being used by a number of people, mostly (i think) they "did 
not know better"; very little "dancing: was needed to accommodate what 
otherwise would be sliders - likewise fixed width screens, up-to 800x600 
and NOT get black background to the right and have a horizontal scroll bar.

   All in the dim and dark past now; that was maybe 10+ years ago.
