If that is the case, then simple generate those variable elsewhere. For example:

<script type="text/javascript" src="myFile.js" data-var1='<?php echo "foo"; ?>'></script>

Then inside myFile.js

(function(){
    "use strict"

    var currentScript = document.scripts[document.scripts.length - 1],
        foo = currentScript.getAttribute("data-var1");

    ...
})()
