In order not to be misunderstood: There should be commas, so it should read

"… it depends on <<the runtime environment> of <the ECMAScript 
implementation>>, <that provides the DOM implementation>, …".

IOW: The DOM implementation is provided by the runtime environment, not by 
the ECMAScript implementation.
