It is not; it only does not bear the title "DOM 0 API Documentation".

The parts of DOM Level 0 that have been standardized are part of W3C DOM
Level 2 HTML, and the HTML5 WD (and related WDs). I am not convinced at all
that a DOM 0 API reference is needed anymore. What is needed, though, is
up-to-date compatibility and compliance information as standards need to be
implemented for them to become relevant in everyday programming.

Instead of starting something completely new, it would be better to build on
existing efforts, such as
<https://developer.mozilla.org/en/DOM_Client_Object_Cross-Reference>. You
might also have noticed that I have a DOM Support Matrix in the queue, much
like the ECMAScript Support Matrix (which will be updated first).
