I don't think there is a standard for that.

That will never work well.

People will be using multiple OS's: Windows, MacOS X, various flavors
of Linux etc.. People will have personal preferences on where to put
stuff like that.

True. However, they can redirect J: to the drive where it really is,
or load the link and modify it. I do all my modifications before
upload, so I don't know which OS the user has. If I had dynamic code
generation, I could fine tune it.

Good luck with that on any non-Windows OS.

It's your machine you save files wherever you want. You can't link to files already stored on someone else's machine unless they tell you where or you control their machine. If you're linking a web site to documentation just link to the online docs?

If I embed
file:///J:/Program%20Files/java/jdk1.8.0_92/docs/api/javax/swing/JButton.html
in a web page, you can click and view your local JavaDocs so long as
J: is defined to E: or wherever you put your JDK.

Except none of my systems have docs on J:, and your website has no
access to ANY file on my local machine (blocked by security rules).

As Eric said - if you want to link to the docs from your website, link
to the online docs (alternatively, have a copy of the docs on your
website and link to them there).

His web sites does not need access only your browser.

All I can do is set up a link to a local file e.g. file://..... If
you click it, you can view it. Even if you do, my server cannot see
anything.

I link both to your copy on J: (but it requires to you configure J:),
and to Oracle, which slower, but for many people, not significantly
slower.

for an example, see http://mindprod.com/jgloss/jbutton.html at the
bottom.

J: still does not work for Linux, MacOS X, iOS, Android etc. users.

If you want to be able to support multiple OS with something like that you would have to be able to detect client OS or add a link for each.

I'm not familiar with how any client OS references files besides Windows. I just know we had no drive letters in Unix, every path just started with /

In UNIX filing systems, every partition, drive, demountable filing
system, etc. that contains a UNIX filing system has a single root
directory which forms the base of a hierarchic collection of files and
directories. Any or all of these can be mounted on a directory within the
OS's main filing system, so the directories and file inside it become
accessible to the OS. You can mount almost any type of filing system
provided that the OS has drivers for it, which is why you can mount an SD
card with its default FAT32 filing system on a Linux system and read or
write files on it.

This can also be done remotely: you'd use SAMBA to remotely mount FAT
filing systems and NFS or SSHFS to remotely mount Unix/Linux filing
systems, e.g. ext2/ext3/ext4, or, presumably, zfs.
