Sorry I missed this conversation for so long. Both of you are right and
both of you are wrong.

The "unit cost" typically refers to the cost of a chip, not the cost of
a gate or other internal unit. While later generations of FPGAs offer a
lower cost per logic unit and more logic in the largest devices, those
devices are only used in very high end apps. The low end devices tend
to also grow in size because the floor cost of most FPGAs is set by the
number of I/Os and the larger market is always clamoring for more I/O.
So in the end the two pricing aspects of FPGAs (lower cost per logic
unit and higher functionality) end up offsetting for the most part and
the bottom end cost (which is what would be used in a cost conscious app
like this) stays roughly the same, about $10 give or take at lower
volumes.

I recently did a comparison of low end FPGAs for a board I make, of
which the FPGA has gone EOL. I didn't find anything more recent that
would be cheaper than the $10 chip I was using although the internal
capacity would increase 10 fold or more.
