Unfortunately, requiring that the most recent definition of a word to be
found requires that the order of *all* other words be preserved in time
order they were defined.

E.g.,

: TODO 1 . ;
: FIXME TODO ;
: HELP1 FIXME ;
: TODO  2 . ;
: FIXME TODO ;
: HELP2 FIXME ;

How do you intend to keep HELP1 and HELP2 emitting the correct integer
_without_ also preserving the exact time ordered list of definitions for
TODO and FIXME ?

So, I would says there clearly is some restriction on how the dictionary
is organized and searched.
