I'm not sure what he meant, but what I took that to mean was different
 from Roger.  Some interpreted Forths are built up from a small set
of low-level Forth words or "primitives".  These Forths will have only
35 low-level words or so on average, but can have more or less.  All
the other high-level words are built up from this correct low-level set.
So, you only have to verify that the small set of "primitives" are
correctly implemented to ensure that all other high-level words _can be_
correctly implemented.  Of course, the high-level words have to be coded
correctly too, but they can't do anything the low-level words can't do,
i.e., it's fully verifiable.

Alternately, he might've meant that both the high-level and low-level
Forth source code is generally available to Forth users.  So, all or
almost all of Forth can be checked or corrected by anyone and everyone,
i.e., it's fully verifiable.
