That is true providing you're willing to do all your programming in 
Forth and compile your program on this system, and indeed there have 
been many of these. When I hear someone asking for "an OS like Linux," 
that adds a requirement of being able to run programs written in any 
language, compiled elsewhere and in an executable package. Supplying all 
services with that level of generality adds a significant amount of 
complexity.
