In a utopia, libraries would be well enough documented for application programmers to figure out everything they need to reading the manual. In the real world, app programmers often have to read library source code in order to understand how to use the libraries. In fact a chunk of the productivity gain of using FOSS instead of closed-source software comes from precisely that ability. So it's preferable for language implementers to think of the libraries as a showcase for how to use the language.
