I think there are some Android calls to access the camera frame buffer. So you get the raw image and then you can convert it to TIFF if you want. I personally wouldn't mess with TIFF. It's an awful format. Either save as PNG if you want cooked but uncompressed images, or save as DNG (raw) and use something like dcraw to convert to other formats.
