It isn't - but not for that reason. The standard does define what a pointer type is (6.5p20). From that, it follows that a "pointer object" is an object of pointer type, and that a "pointer value" is a value of pointer type. Whenever the standard uses the unmodified term "pointer", it is almost always using it as a short form for either "pointer object" or "pointer value". If you have a proper understanding of what the standard is talking about in any given case, it's usually not difficult to determine which of the two was intended. The key problem is that the standard doesn't define what a "variable" is. It uses the term as an adjective in many places (variable arguments, and variable length arrays), but it only uses it as a noun in a few places, all of them in non-normative text, and never defines the term. My own personal definition of the term is "named object", inspired by the more complicated definition provided by C++. Every use of the term "variable" as a noun in the C standard is consistent with the meaning "named object" - but that's not quite sufficient to prove that this is the intent. A pointer object it can reside in allocated memory, which has no associated name. A pointer value is not an object. Therefore, neither kind of "pointer" is necessarily a variable, as I understand the term.

The Standard is also ambiguous about the term "object". The use functions "memcpy" and "memmove" functions are only defined in cases where src and src+count point within or just past the "same array object", and likewise dest and dest+count. Presuming that it should be possible to use those functions with blocks of allocated storage that have arbitrary combinations of objects stored within them, the only definition of "object" that would really work would suggest that the pointer returned by "malloc(N)" is an array object, N bytes long, and that the storage of other objects within the space wouldn't change that.
