I think this is the latest RFC for Usenet (NNTP):

https://tools.ietf.org/html/rfc3977

Go nuts.

Those can be done at client side, if not INSIDE your brain! Usenet has
moderators, though not all newsgroups are being moderated.

The filter I am suggesting is client side, but the client is running
on the cloud.
For instance, one http server that is a client for
https://www.eternal-september.org/ just like Thunderbird but
you don't have to install it and it keeps the information
about what you read synchronized. The user interface could
be very simple.

Web interfaces are an absolute nuisance. I it on all these forums. It is
usually messy and slow.

Go and ask Amazon how to create a newsgroup on their servers. You are
paying for the service so use them for each of your dollar.
Alternatively contact GMANE if they can create something for you or
Paulo from Italy who is running a news server called aioe. He can host
a bespoke newsgroup for you if you pay him and you can control who can
access your newsgroup. I guess you'll get 5 users at most using your
servers.

You are another moderation junkie like that idiot called "Richard".

Trying to re-invent the wheel?
The protocol is neither of these, it is NNTP. Google's crippled usenet
interface is a nuisance to everybody.
