It sounds like you're using a draft, not the actual standard.
There's no real problem with that, but you seem to be using an
older draft.
The latest publicly available draft of C11 is
http://www.open-std.org/jtc1/sc22/wg14/www/docs/n1570.pdf
It was published shortly before the official C11 standard (which
costs money), and the differences between it and the official
standard are minor. (I'm not aware of any differences relevant to
the preprocessor). If you're interested in C11, there's no good
reason to use an earlier draft than that.
If you're implementing a C preprocessor, you should also be aware
that there's an error in both N1570 and C11, corrected later in
a Technical Corrigendum. In section 6.10.8.1, the definitions of
__STDC_VERSION__ and __STDC_LIB_EXT1__ are shown with placeholder
values that were not updated before publication. The correct
values are:
__STDC_VERSION__ 201112L
__STDC_LIB_EXT1__ 201112L (if defined)
