No, it's simply an argument based on what the C standard says.
You're not losing because it's circular, you're losing because
you're wrong.

Actually I think it's because you're using terms that are already
defined, but with different meanings.  If you want to talk about
"modules", go ahead and talk about "modules".  You might start by
defining what you mean by the term.

(Incidentally, the C standard doesn't say or imply that
the C preprocessor can be used for other languages.  Some C
preprocessor implementations can be, but there's no requirement
for the preprocessor's output to be made available.  For example,
it could be tightly integrated into a compiler.  It's true that
most C preprocessor implementations *can* be used that way, so you
needn't bother repeating that argument.)
