C enums are basically integers with a light sprinkling of syntactic
sugar. Compilers, as far as I know, don't typically don't warn about
missing values in switch statements; they certainly aren't required to
do so.
Lint-like tools may or may not perform such checks. (I don't know
whether PC-Lint does or not; it's not cheap, and it's Windows only.)
