Define "doesn't work".
It seems to work just fine here:

$ cat hello.c
#include<stdio.h>


int main(int argc, char *argv[]){
   FILE *fp;
   fp=fopen("LPT1:", "w");
   fprintf(fp,"Hello World");
   return 1;
}
$ make hello
c89 -o hello hello.c
$ ./hello
$ echo $?
1
$ cat LPT1:
Hello World$
